2022 Housing Committee Mid-Session Highlights

HOUSING

Affordable Homeownership Revolving Fund; Affordable Housing; Gap Financing. Facilitates greater homeownership opportunities for Hawaii residents by appropriating general funds into the Affordable Homeownership Revolving Fund. HB2020 HD1

Housing Choice Voucher Landlord Incentive Program; Public Assistance Recipients; Section 8 Housing Choice Voucher Program; Hawaii Public Housing Authority. Establishes the Housing Choice Voucher Landlord Incentive Program to provide incentives for landlords to participate in the Tenant-Based Assistance Housing Choice Voucher Program under Section 8 of the United States Housing Act of 1937 and appropriates funds for program incentives. Requires the Hawaii Public Housing Authority to adopt or amend rules that require inspections of leased dwelling units under the Section 8 Housing Choice Voucher Program within 15 days after receipt of an owner's or landlord's inspection request. Establishes, and appropriate funds for, Hawaii Public Housing Authority positions for inspections and other aspects related to dwelling unit applications for the Section 8 Housing Choice Voucher Program. Rental Housing Revolving Fund; Hawaii Housing Finance and Development Corporation; Affordable Housing; Grants; Loans. Deposits funds into the Rental Housing Revolving Fund to provide loans or grants to mixed-income rental projects or units for persons and families with incomes between 61 and 100 percent of the median family income. Allows the Hawaii Housing Finance and Development Corporation to utilize unused monies for other authorized rental housing projects. HB2513 HD2

State Bonds; Private Activity Bonds; Hawaii Housing Finance and Development Corporation; Housing-Related Projects; Counties. Specifies that the entire allocation of the state bond ceiling be allocated to the Hawaii Housing Finance and Development Corporation (Corporation) for housing-related projects. Requires the Corporation, in consultation with the respective counties, to allocate specified percentages of the state bond ceiling for housing-related projects in each county. Authorizes the Corporation to accumulate each county's annual allocation before assigning the allocation for housing related projects, at the discretion of the Corporation's Board of Directors, and assign and reassign the Corporation's allocation to the counties, with the Governor's approval. Removes the authorization for the Department of Budget and Finance to request return of all or any part of the allocations of any of the counties and assign and reassign the allocation to other counties or issuers. Removes the authorization for counties or issuers to request additional allocations of the state bond ceiling. Changes the deadlines for reporting on unused or unassigned allocations and reversion of certain allocations to the State. Sunsets on December 31, 2028. HB1829 HD2

Supportive Housing Task Force; Department of Human Services. Establishes the Supportive Housing Task Force within the Department of Human Services to improve data collection on supportive housing needs in the State. Requires the task force to submit an interim report to the Legislature before the Regular Session of 2023 and a final report to the Legislature before the Regular Session of 2024. Appropriates funds for the task force and one full-time equivalent planner or specialist position. HB1749 HD1
